China's current personal income tax rate is over 40%, and not many people pay it. So what do you do with that extra 40%? Corporate income tax is 25%, and with personal income tax at over 40%, employees at companies get everything reimbursed, so you don't collect that much. If you lower the personal income tax to 25%, you'll collect more tax, a win-win situation. The government takes in more money, and foreigners, seeing it's 25%, will also pay. If you collect 25%, it's not like the US, which collects 90%. If we further liberalize the exchange rate and allow for freer trade, giving people a sense of security, won't that bring in more money? With that money, we build cities, let farmers work in them, become urbanites, and their children go to school and become white-collar workers. People used to farm, but now white-collar workers will be working on their computers in the office, playing games and not working. This is modernization. In the past, people in the countryside sowed seeds and ate melon seeds, not working. After two generations, everyone in the office will also be working, and that's how the economy develops.

谢国忠的言论具有迷惑性，他经常颠三倒四前后不一的说话方式并没有引起人们的警觉，相反他的言论对中国政府的政策出台具有指导性，比如过去房价暴涨那么多年里，中国的房价每次出现下降的迹象，谢国忠就会写文章告诉政府诸如维持房价应该出台什么样的土地政策和货币政策，这些建议全都写在了他的公开言论里，但很不幸后来互联网删除了他大量的言论的白纸黑字般的证据
